Subject:
- Scheme for
Constitution and Administration of National Calamity Contingency Fund (NCCF)
– Reconstitution of the High Level Committee [HLC].
The undersigned is directed to state that the Ministry of Finance, Department of Expenditure has issued the Scheme for Constitution and Administration of National Calamity Contingency Fund (NCCF) based on the recommendations of the Twelfth Finance Commission in its Report relating to calamity relief for 2005-10 vide its OM
No.23(1)FCD/2005, dated 5th July, 2005. 2. Para 8 of the Scheme of NCCF provides that HLC will consist of Agriculture Minister, Home Minister, Finance Minister and Deputy Chairman, Planning Commission to decide about the quantum of assistance and release of funds from NCCF for meeting the severe calamity. It has been
decided, with the approval of the Prime Minister, to reconstitute the said
High Level Committee as follows:-

Finance Minister

Deputy Chairman,
Planning Commission 3. The aforesaid Committee will be chaired
by the Finance Minister. 4. The High Level Committee will be serviced by the Disaster Management Division of the Ministry of Home Affairs. The Committee will take into consideration the proposals for Central assistance in the wake of natural disasters based on the Memorandum submitted by the States for Central assistance, and the report
of the Central Teams deputed to the affected States for assessment and the
recommendation of the Inter-Ministerial Group thereon and the existing
items of expenditure and norms of assistance for such relief.
5. The releases to the State
Governments from NCCF will be made by the Ministry of Finance as per the
decision of the said High Level Committee.
6. This supersede the earlier Office Memorandum No.32-23/2003-NDM-I dated 21st June, 2004 issued by the Ministry of Home Affairs relating to setting up the High Level
Committee for Central assistance under the NCCF scheme.

MEMORANDUM Subject:- Scheme for Constitution and Administration of National Calamity Contingency Fund (NCCF) – setting up of a High Level Committee for assistance from the National Fund The undersigned is directed to say that consequent upon amendment to the Government of India (Allocation of Business) Rules, 1961 vide Notification No. CD-108/2002 dated 23rd February, 2002 transferring the subject of coordination of relief measures in the event of natural disasters other than drought from the Ministry of Agriculture to Ministry of Home Affairs, Ministry of Finance, Department of Expenditure has issued the revised scheme for Constitution and Administration of National Calamity Contingency Fund (NCCF) which was set up on the recommendations of the Eleventh Finance Commission in its Report relating to calamity relief for 2000-05 vide its OM No.43(11)PF.1/2000 dated 17th July, 2002. 2. As provided in para 7.1 of the revised scheme, a High Level Committee constituted by the Ministry of Home Affairs will decide the manner and extent of assistance required to be provided to the States from NCCF for immediate relief and rehabilitation. It has been decided to constitute the High Level Committee as follows:- i. Deputy Prime Minister ii. Agriculture Minister iii.
Finance Minister iv.
Deputy Chairman, Planning Commission 3. The said High Level Committee will be serviced by the Disaster Management Division of the Ministry of Home Affairs. The Committee will take into consideration the proposals for Central assistance in the wake of natural disasters based on the Memorandum submitted by the States for Central assistance and, pending the constitution of the National Centre for Calamity Management (NCCM), the report of the Central Teams deputed to the affected States for assessment and the recommendation of the Inter-Ministerial Group thereon and the existing items of expenditure and norms of assistance for such relief. 4. The releases to the State Governments from NCCF will be made by the Ministry of Finance as per the decision of the said High Level Committee. 5. This supercedes the earlier order No.3-8/2000-NDM dated 21st August, 2001 issued by the Ministry of Agriculture, Department of Agriculture & Cooperation setting up the High Level Committee for Central assistance under the NCCF scheme. 6.
