Subject: The list of Items and Norms of expenditure to be followed by the States for incurring expenditure from the Calamity Relief Fund (CRF) and the National Calamity Contingency Fund (NCCF) for the period between 2000-2005--Revision thereof
Sir,
I am directed to refer to the Ministry of Agriculture, Department of Agriculture & Cooperation letter No.3-9/2000-NDM dated the 21st August, 2003 on the above subject.
2. The Ministry of Home Affairs, which is now the nodal Ministry for management of disasters both natural (except drought) and man-made, had set up an Expert Group with representatives from the States for review of the existing list of items and norms of expenditure vide O.M. No.32-3/2003-NDM.I dated 20th January, 2003. The Expert Group in its meeting held on 7th March, 2003 recommended certain modifications in the existing list. The recommendations of the Expert Group have been considered by the Ministry of Home Affairs and have been accepted. The modifications are enclosed with this letter as at Annexure I. Based on these modifications the revised list of items and norms of expenditure eligible for assistance from CRF and NCCF is enclosed at Annexure II.
3. The State Governments are requested to kindly ensure that the expenditure from CRF/NCCF is incurred only as per these revised items/norms.
4. A copy of this communication along with its enclosures is also being sent to the Accountants General of the States for necessary action.
