Impact of Earthquake in
The Tsunami have caused extensive damage in Andaman & Nicobar Islands,
the States of Andhra Pradesh, Kerala and Tamil Nadu and UT of Pondicherry.
The death toll has already reached a figure of 7330.
This will go up once
confirmation regarding 5900 missing persons/feared dead in the Nicobar Group
of

The second meeting of the
Group of Ministers (GoM) constituted for monitoring relief and rehabilitation
measures was chaired by the Prime Minister on 29th December 2004 and
it was desired that :
·
One or two points in the
·
Two officers be sent for
preparation of an Integrated Plan for relief and rehabilitation for Nicobar
Group of
·
Efforts may be continued to
locate and evacuate the remaining tourists
·
A
dedicated Air craft with drinking water supply may be sent to Car Nicobar and
other marooned
·
An assessment may be made about the
damage to the fishing boats.
The follow up action has
been initiated. 7 Ministry of Home
Affairs officers have been deputed to assist the States/UTs and provide an
interface between the Centre and the
States/UTs.
Five
aftershocks were experienced at 0710 hours
(5.7 Mw), 0721 hours ( 6.1 Mw) and 0744 hours ( 5.4 Mw), 1159 hours
(5.1Mw) and 1201hours (5.2 Mw) on
The
massive relief and rescue operations mounted by the Government of India in
association with the States/UTs are continuing round the clock.
The priority is on relief supplies and evacuation in
An
Ex-gratia of Rs.1.00 lakh has been announced to the next of the kin of the
deceased from the PM National Relief Fund, in addition to the assistance
available from the National Contingency Relief Fund. The National fund has been
augmented by Rs. 500.00 crore.
The funds are being released to the States/UTs pending
final assessment of requirements. The
Cabinet has also decided to donate one month salary to the PM National Relief
Fund. The Prime Minister has appealed to the people donate generously to the PM
National Relief Fund and also requested the Government employees to contribute
at least a day’s salary.

ANDAMAN & NICOBAR
ISLANDS
ANDAMAN ISLANDS
Shipping:
· Damage to harbour and Jetty in both civil and naval port facilities.
· One harbour at Port Blair is now fully functioning and is receiving large ships.
· About 60% capacity made functional
·
Two earthquake design
experts stationed at Port Blair for advice on
reconstruction of Harbour/Jetty
Civil Aviation:
· Port Blair airport which was damaged has been repaired.
· Indian Airlines and Jet Airways flights have been arranged to take out the stranded passengers from 28th December onwards.
·
953 persons in 8 flights were transported on
·
1400 more passengers transported in 12 flights on
·
1700 passengers transported on
·
The passengers holding Indian Airlines tickets are also being
permitted to travel by Jet Airways.
Telecom:
· The telephone facilities which were temporarily disrupted have been repaired
·
There is congestion in connectivity.
Relief and Rescue:
·
Port Blair was affected to a much lesser extent.
Shipping:
· All small harbours and jetties have been damaged and not possible to park any vessels. Efforts on to restore the facilities.
·
Pending restoration of shipping facilities, the supplies are being
airlifted.
Civil Aviation:
· Damage to Air Force base and the airstrip in Car Nicobar.
· The airport made functional for Air Force flights for both An-32 and IL-76 flights.
·
The link established on the small airstrip at
· MOD has pressed into service 3 IL-76 and 5 AN-32 aircrafts specifically for relief operations to Car Nicobar.
· Three AN 32 (12 MT) load of relief material-one each from Karnataka, Orissa and Gujarat and one IL 76 load from Maharashtra planned to be airlifted on 29th December 2004.
·
In addition, One IL 76 load (20 MT) of relief material being
airlifted from Kolkata for Carnic on
Telecommunications:
· The telephone lines and equipments completely washed away.
·
MHA dispatched 8 satellite phones with two operators.
The link established at Car Nicobar from
· Of the above, 6 satellite Phones made available to the Deputy Commissioner, Car Nicobar for being installed in the other Islands.
·
BSNL
deputing 6 teams of 18 people along with the equipments to establish
point-to- point communication in these Group of Islands.
Rescue and relief :
·
Armed Forces evacuated 500 people from
· 500 persons evacuated on 29th December.
· The Ministry of Civil Aviation has been requested to provide one additional Pawan Hans Helicopter for relief and rescue operations at Car Nicobar..
·
Coast Guards ships have evacuated 272 stranded people including 40
patients, 104 foreigners from Chowra, Hutbay and
· Evacuation of about 700 persons from remote locations in Great Nicobar is progress.
·
MHA have organized
airlifting of 35 MT of relief material on
·
25 MT of relief
material( dry food, sugar , rice , milk powder )
airlifted on
·
7 MT of relief material( dry food, sugar , rice , milk powder )

·
One MT water bottles sent Nicobar ex

About 12,000 tents have been dispatched from various locations on

· 20 DG sets and 20 pump sets dispatched on 29th December ex Bangalore. Further, dispatch planned for 30th December.
· Lighting items like torches, hurricane lamps, candles etc. dispatched in sizeable number of 29th and further lined up for dispatch on 30th Dec.
· Household kits, of sizeable number have been dispatched
· One specialist team of 40 personnel each of CISF and ITBP made available for relief operations.
· One Platoon of BSF has been airlifted for assisting the A & N Administration in cremation/burial dead bodies.
· Three Naval ships reached Car Nicobar on 27th Dec. 2004.
· Two coast Guard ships with relief material and medical team left for Campbell Bay.
· One naval ship and one Coast Guard ship left for Hut Bay.
· Two Dornier aircraft dropped food and water at Hut Bay and Camp Bell Bay.
·
Ship from Kolkatta is planned for movement on 30th Dec.
2004.
MAINLAND (ANDHRA PRADESH,
KERALA, TAMILNADU, PONDICHERRY)
Shipping:
· All seaports harbors are now fully functional including for export consignments.
Civil Aviation :
·
All Airports are functional.
National highway:
·
All national Highway are functional.
Telecommunications:
·
There was temporary disruption in telecom facilities in the
coastal areas. The telecommunication
facilities have since been restored.
Relief and Rescue:
· Pondicherry has requested for relief material. One IL 76 load of 20 MT has been dispatched on 28.12.04 ex-Mumbai; courtesy Govt. of Maharashtra.
· 400 CRPF recruits were made available to govt. of Tamilnadu.
· 4 Coast Guards ships and 5 Naval ships helped in search and rescue in Andhra Pradesh.
· One Coast Guard Dornier and two helicopters were deployed for search and rescue in Kerala.
· Two Chetak Helicopters and Two Dornier Aircrafts were deployed for search and rescue in Tamil Nadu.
· The State Government of Andhra Pradesh had taken relief, rescue and evacuation measures. State Government evacuated about 9000 persons to the safer places and provided food packets. Medical teams have been deputed in the affected villages.
· The Navy had sent their diving team to assist in the rescue operations. People reported stranded have mostly been evacuated by the State Government with the assistance from diving teams of Navy.
· A three member team headed by Consultant in Medicine had reached Chennai and is coordinating with 15 member team constituted from CGHS Chennai for providing medical relief.
· The State Government of Tamil Nadu has diverted municipal Staff to help in the cremation/burial of dead bodies.
· Army has been pressed into service at Nagapattinam to restore the road as well to assist in the extraction of bodies from the boats, which are stacked one over the other. It is expected that with this manpower the bodies will be cremated/buried in a day or two.
·
Pondicherry Administration has requested to provide one lakh
pieces each of Blankets, Sarees, Dhotis and Bedsheets,50,000 Pieces of CGI
Sheets and 18000 Pieces of fishing nets. The government of
Karnataka has been requested to provide the relief materials and move by
road.
