Detailed situation report on the impact of Earthquake/Tsunami in Indonesia , A & N Islands and other coastal States- Relief, rehabilitation and other follow-up measures

ANDAMAN & NICOBAR ISLANDS

ANDAMAN ISLANDS

Shipping: One harbour at Port Blair is now fully functional and is receiving large ships.

Civil Aviation:  Port Blair airport  which was damaged is now functional. The total air lift capacity from mainland to Car Nicobar and Port Blair has been augmented to 100 Mt (Approx) and 20 MT by Civil Aircrafts.

Telecom:   The telephone facilities which were temporarily disrupted are functional. Police wireless has started working in Little Andaman. ISRO has established links and efforts are on to restore BSNL network in Little Andaman. Telephone links has been established in Great Nicobar. Video link is functional.

Power :            Entire power supply in A & N Islands is through D.G. sets. 20 MW capacity in Port Blair is  severely affected and as per the assessment of NTPC and CEA,  repair  could be completed in four weeks time. Two units of 10 MW and  one unit of   1 MW has been  made operational The power supply has improved to 40%.  Pending operationalization 100% power supply, alternative arrangements are being made by transferring one  15 MW set  from Rangat to Port Blair. In addition, DG sets etc are also being arranged from different locations. It is expected that 70% of the normal supply will be obtained in two weeks and 80 % in three weeks. The power situation is normal in middle Andaman Island . In other Islands arrangements are being to restore the power  supply.

Relief and Rescue:  Relief measures by UT Administration are continuing. 11 Relief camps have been opened in Andaman district. Indian Naval  Ship (Jyoti) deployed in eastern coast of Tamil Nadu has been diverted to A& N. There is sufficient drinking water supply in Port Blair and surplus water is being air dropped in other Islands . 11 more ships of Ministry of Shipping, Road Transport &  Highways are scheduled from Chennai, Visakhapatnam and Kolkatta carrying the passengers and relief material. The situation in various islands is stabilizing rapidly and life is returning to normalcy in Andaman district except little Andaman which was worst affected in Andaman District. 400 pieces of Poly Roll is being provided by West Bengal and dispatch  is being lined up.

Indian Coast Guard has deployed 19 Ships, provided 67.3 MT of relief materials, evacuated 1330 persons has established 6 medical camps and provided medical relief to more than 2350 people. Ministry of Road Transport and Highways are provided Bulldozers (2), Power Sawa (6), Gensets (8), 20 HP Water Pump (1), GI Pipes (6000 Mtrs), Cement (100 MT), Steel Pipes (1000 Mtrs) etc. for relief and rescue 12 Km road have been cleared from Air Force Station to MUS Jetty. 30 DG sets are operational. 01 Drinking water well and 4 water point have been activated activated.

30 MT of food have been delivered at Carnic from Port Blair. 13 MT food have been delivered at Cambell Bay . Additional 23 MT relief materials has been delivered to Kamorta by ship. 7.7 MT of food, water and medicine have been airdropped by MI-18 helicopters at Katchal area in Carnic, 10 MT in Little Andaman, 15 MT in Kamorta Group and 10 MT in Campbell Bay. A total of 7256 people have been evacuated including 1577 Defence personnel. 23 MT relief materials supplied to Kamorta Group and 50 MT by naval ships to Little Andaman. 10 MT of food and water to Kamorta group.

NICOBAR ISLANDS

Shipping:  All small harbours and jetties have been damaged and not possible to park any vessels. Efforts on to restore the facilities. Pending restoration of shipping facilities, the supplies are being airlifted.  The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boats by Ship to the shore. Indian Coast Guards ships have reached Hut Bay and Cambel Bay with relief materials. Two Jetties are likely to be made functional in next 24hrs. Four Ships of Indian Coast Guard are deployed in relief and rescue operations and for evacuated 56 persons from East-South road, Gandhi Nagar.

Civil Aviation:  The airport is functional for Air Force flights for both An-32 and IL-76 flights. The link has been established on the small airstrip at Camp Bell Bay and the Dornier aircraft is operating.

Telecommunications: The telephone lines and equipments completely washed away. 31 Telephone exchanges have been made operational in A&N Islands . 22 satellite Phones are also operational. BSNL  has deputed 6 teams of 18 people along with the equipments to establish point-to- point communication in these Group of Islands. Communication has been established in all affected islands through Police Wireless. 4 STD lines have been restored in Car Nicobar, Video link has been established by NIC and INMARSAT are operational in Car Nicobar. 01 Satellite phone is working in Teressa and Katchal. Telephone exchange has started functioning in Kamorta. ISRO video link is also functioning in Kamorta.

 Power:   There are 27 medium and small DG sets of which 20 had been washed away. The remaining 7 are operational and supply power to Car Nicohar, Kamorda and Cambell Bay . DG sets have been dispatched and some of them have been made operational and it is expected that in a day or two, all these D.G sets will be operational.

Health:   32 medical officers and 20 nurses from National level are assisting the A&N Administration. Additional 10 paramedics are being deployed. Emergency medicines and sanitation items (3 MT) have been delivered till 2^nd January. 120 bed hospital is being operated on INS Magar, Civil medical teams are operational in Kamorta, Teressa and Katchal.  400 Civilian inoculated.

Rescue and Relief:   Of the 38 inhabited islands, 30 islands are affected. Survey of all islands have been completed. The situation in Car Nicobar Groups of Islands is improving rapidly. 14 Ships of Navy and Coast Guards and 16 Aircrafts fixed wings/Helicopters have been pressed in to service for relief and rescue work. Mass cremation/burial of dead bodies is being undertaken on day to day basis. 1268 persons have been evacuated from Chowra. All dead bodies have been disposed off. A total of 14 relief camps are working in Nicobar district and more than 11000 persons are staying. To prevent the outbreak of epidemics supply of drinking water in the Nicobar Group of islands has been accorded priority. 22 Km. Road made motorable between Port and District Hqr.

Relief materials (food packets, Drinking water, emergency medicines, household kits, milk etc.) are being received and airdropped/dispatched to affected Islands . One Joint Secretary from MHA is camping at  Nicobar / Andaman Islands and  coordinating relief and rescue operations. 2 IAS, 5 DANICS and 4 DANIPS officers have reached for assisting A&N administration. 80 BSF personnel also reached on 3rdJanuary 2005. 78.81 MT of relief materials from Karnataka are being dispatched on 3^rd January by road to Chennai for onward shipment. It is reported that situation in Car Nicobar Group of Islands is expected to return to normalcy by 04.01.2005 except water and power supplies. 

Supply of Petroleum Products (POL)

Full demand of POL products is being met. LPG stocks are being replenished on priority and additional 500 KL Kerosene has been released.  ATF at Car Nicobar at Car Nicobar has been tested and found that products meet the specification. 6 ATF re-fuellers are available for dispensing  ATT. A dedicated tanker (MT Harsha) with carrying 1400 KL ATF, 450 KL SKO and 5000 KL HSD has been detailed for supplies  to Port Blair from Haldia, which is excepted to reach Port Blair on 04.01.2005.  There is sufficient stock to cover Petrol  (30 days), Diesel (18 days), Kerosene (21 days), ATF (7 days at Andaman and 50 days at Car Nicobar) and LPG (14 days).

MAINLAND (ANDHRA PRADESH, KERALA, TAMILNADU, PONDICHERRY

Shipping:  All seaports harbors are now fully functional including for export consignments.

Civil Aviation:  All Airports are functional.

National highway:  All national Highway are functional. The Ministry of Surface Transport have constituted and deployed Field level teams in all affected States/UTs for assessment of damage and repairs.

Telecommunications: There was temporary disruption in telecom facilities in the coastal areas.  The telecommunication facilities have since been restored.

Supply of Petroleum Products (POL): Full demand of POL products is being met including LPG in the affected areas on priority. Additional Kerosene 10,000  KL each to Tamil Nadu and Andhra Pradesh, 7,000 KL to Kerala and 400 KL to Pondicherry has been released by the Ministry of Petroleum and Natural Gas.

Relief and Rescue:

Andhra Pradesh:  The relief and rescue operation are being continued by the State Government. 4 Coast Guards ships and 5 Naval ships helped in search and rescue.101 Stationery medical Teams, 72 mobile medical teams and 568 para medical teams have been deployed to provide medical aid to the victims. The situation has improved considerably and people have since returned to their homes from the relief camps.

Kerala:  Relief operations are continuing and Army, Navy and Coast Guards have been assisting the local administration. The priority being accorded to supply of fumigation and disinfectant in affected areas to avoid outbreak of epidemics. Roads have been cleared and supply of drinking has been restored.  Adequate medical arrangements have been made. State Government has deployed 224 doctors in the affected areas. The situation has improved considerably.  Out of 2.07 lakh people staying in  relief camps, about 1.5 lakh have returned to their homes.

Tamil Nadu:  Relief operations are continuing and Army, Navy and Coast Guards have been assisting the local administration. Two Chetak Helicopters, Two Dornier Aircrafts, Indian Naval ships and one Coast Guard helicopters were deployed at Nagipattnam. Union Health Minister is camping at Chennai and coordinating with the State authorities for providing medical relief and prevent outbreak of epidemics. 

The Government of Tamil Nadu has requested for 231 Water Treatment Plan (20 KL), 231 Gensets (15-1100 KVs), 1155 PVS Tanks (100 ltrs and above), 155 Soler Lanterns, 3-20 Tons Cranes and 36,000 No. of Tarpoline (75 Sq. feet). Arrangements are being made to mobilize and dispatch the above items.   

Pondicherry :  Relief operations are continuing and Army and  Navy have been assisting the local administration. One ship of Coast Guard is also engaged in relief and rescue operations in Karikal area. 9600 Sarees, 14,800 Bed  Sheets, 15100 Dhotis/Lungies, 15000 Towels, 26200 Blankets and 3200 Slippers/Chappals are being  sent by Karnataka to Karaikal by road for distribution to the victims.
