Subject: Impact of Earthquake in Indonesia, A &N Islands and other coastal States –Relief, Rehabilitation and other follow up measures
The Tsunamis have caused extensive damage in Andaman & Nicobar Islands, the States of Andhra Pradesh, Kerala and Tamil Nadu and UT of Pondicherry. The death toll has reached a figure of 9067. This will go up once confirmation regarding 5421 missing persons/feared dead(as per preliminary survey) in the Nicobar Group of Islands is received. The details of deaths, missing, relief camps etc. are given in the Annexure I. The details of damage to crops, dwelling units, population affected etc. are given in Annexure-II
2. The Hon’ble Prime Minister visited tsumani affected areas of Tamil nadu, Andhra Pradesh and Kerala between 29th to 31st December,04 and announced the release of Rs. 250 crore to Tamil Nadu and Rs. 100 crore each to Kerala and Andhra Pradesh from National Calamity Contingency Fund as a preliminary measure. Separately, Rs.35 crore has been released to Pondicherry and A& N Administration has been authorized to draw funds upto Rs. 100 crore from the Treasury. In addition, Hon’ble Prime Minister also announced, the establishment of an Integrated Relief Command for A & N Islands; deputation of two Union Ministers from Delhi to A&N Islands who are since overseeing the relief and rescue operations and speedy consideration of the proposal for established National Disaster Management Agency.
3. A Senior level Inter-Ministerial Team headed by Secretary (BM), Ministry of Home Affairs inter alia including members of Ministries/Departments of Animal Husbandy (Fisheries), Agriculture, Rural Development, Tele-communication, Power, Shipping, Drinking Water Supply, Ministry of Road Transport and Highways is visiting the States of Tamil Nadu, Andhra Pradesh and Kerala from 4th January,2005, to have an on the spot assessment of the situation and requirements of Central assistance for relief and rehabilitation.
4. An Integrated Relief Command (IRC) for the Andaman & Nicobar Groups of Islands under the Chairmanship Lt.Governor, A & N Islands has been constituted for effective coordination and operationalization of relief and rehabilitation measures. The IRC has become operational.
5. Teleconferences among members of the Core Group on Tsunami Relief that took place among the representatives of US, Australia, Japan and India on 31st, 2004 and on 1st January,2005 discussed the matter relating to relief supplies in the tsunami affected countries.
6. The massive relief and rescue operations mounted by the Government of India in association with States/UTs are continuing. Now the main focus is on establishing communication network, drinking water, restoration of power supply, prevention of outbreak of epidemics and relief & rescue operations in the affected areas of Nicobar Group of Islands. 40% of the normal power supply has been restored and 70% is expected to be restored in two weeks and 80% in three weeks in Port Blair. In Nicobar Group of Islands 5 MW capacity out of 12 MW is operational and efforts are being to restore 100% by deployment of DG sets. Union Minister for Health is camping at Chennai and monitoring the medical relief activity. Secretary ( Health) and DG, HS has been coordinating and keeping constant watch on the situation. 80 Doctors and 20 Nurses from Central Government institutions have been mobilized and deployed. Rs.1.00 crore has been placed at the disposal of Government of Tamil Nadu by the Ministrry of Health for procurement of emergency medicines and drugs worth Rs 40.00 lakh has been supplied to A&N Islands and Pondicherry. No report of outbreak of epidemics has been received so far and the situation under continuous surveillance by MoH &FW.
7. Relief materials (128.58 MT food, 102.73 MT drinking water, 46.13 MT medicines, 6526 tents, 20863 torches, 480 Gen. Sets) have been delivered till 1st January,2005. Further, 61 MT of drinking water, 54 MT foodstuffs, 835 Tents , 6000 torches and 250 Generator sets/ have been dispatched on 02.01.2005 ( upto 0800 hours). 58 MT drinking water, 55 MT food stuff 500 small tents and 130 Generator/pump sets are planned for dispatch on 2nd January, 2005. Relief materials are being airdropped at inaccessible areas. Ex-gratia @ Rs.100 lakh has been paid in 635 cases in Tamil Nadu, 140 in Kerala, 90 in Andhra Pradesh and 49 in Pondicherry to the next of kin of the deceased. The A& N Administration has been advised to deploy relief /medical teams in each of the inhabited Islands, established communication link and send a detailed survey report.
8. 246 CISF, 288 ITBP, 618 CRPF and 90 BSF personnel including specialists Search and Rescue Teams are deployed in various Islands for relief and rescue operations as well as duties besides efforts of Armed Forces. A satellite phone of CISF has been made operational in A&N Islands and a Communication Team along with wireless sets are being dispatched to A& N Islands. Smaller Aboriginals (Tribes) including Shompens are reported to be safe in their habitats. There are reports of death of some Nicobarese, who have sizable population in the A & N Islands.

Detailed situation report on the impact of Earthquake/Tsunami in Indonesia, A & N Islands and other coastal States- Relief, rehabilitation and other follow-up measures
The relief and rescue operations by the State Governments/UT Administrations are continuing in full-fledged manner round the clock. The Government of India is supplementing the efforts of the State Governments/UT Administrations and has pressed into service all the necessary resources required. The main focus is now on prevention of outbreak of epidemics and relief & rescue operations in the affected areas with special attention to Nicobar Group of Islands. Medical Teams and Medical First Responders/Para medics have been deployed in the affected areas. National level medical teams led by the Senior officers are camping in the affected States/UTs to monitor the situation and coordinate with the local administration. The Ministry of Health and Family Welfare has been constantly monitoring the situation and no outbreak of epidemics has been reported from anywhere so far except in a limited area of Tamil Nadu where there is a report of people suffering from diarrhea. Necessary medical attention has already been provided. Provisions for necessary inoculation for measles and anti-cholera tablets have been adequately.
982 MT of relief material have been mobilized for Nicobar Group of Islands of which 295 MT have been delivered. The remaining 687 MT of relief material is lined up for dispatch/delivery. The MOD (INCP/IDS) have been requested to step up airlifting/airdropping of relief material to Nicobar Group of Island. The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boats by Ship to the shore. The Navy and Indian Coast Guard have further augmented the relief and rescue operations by deploying additional ships in the affected Nicobar Group of islands.

In view of continued aftershocks, which are generally accompanied with such events, the State Government have been requested to remain vigilant without affecting the relief and rescue operations and normal life.
The fifth meeting of the Group of Ministers (GoM) constituted for monitoring relief and rehabilitation measures was held under the chairmanship of Hon’ble Prime Minister on 1st January, 2005.
The majority of Aboriginals (Tribes) of Andaman & Nicobar Islands are reported to be safe. The number of tribes as per 2001 Survey viz Andamanese (43) Onges (96) Jarawas (240) Sentinelese (39) Shompens (398) have been found safe. Out of the 28,653 Nicoborese, 656 are reported to have lost their lives as per the latest reports.
An Ex-gratia of Rs.1.00 lakh has been announced to the next of the kin of the deceased from the PM National Relief Fund, in addition to the assistance available from the National Contingency Relief Fund. The National fund has been augmented by Rs. 500.00 crore. The Hon’ble Prime Minister has announced the release of Rs. 250.00 crore to Tamil Nadu and Rs. 100.00 crore each to Kerala and Andhra Pradesh from National Calamity Contingency Fund., as a preliminary measure.
STATE/UT WISE STATUS
ANDAMAN & NICOBAR ISLANDS
ANDAMAN ISLANDS
Shipping:
A four member team from Naval Dockyard Vizag are at Port Blair for repairs. A technical Team from Delhi has also been sent for assistance. Two earthquake design experts stationed at Port Blair for advice on reconstruction of Harbours/Jetties. One harbour at Port Blair is now fully functioning and is receiving large ships. One ship MV Nancowry carrying 356 passengers and relief material including food items, vegetables, drinking water etc. departed from Chennai in the intervening night 1st and 2nd January,2004. 11 more ships of Ministry of Shipping, Road Transport & Highways are scheduled from Chennai, Visakhapatnam and Kolkatta carrying the passengers and relief material.
Civil Aviation:
Port Blair airport which was damaged is now functional. 4385 passengers have been moved out between 27th to 31st December. Indian Airlines and Jet Airways are operating to evacuate the passengers.
Telecom:
The telephone facilities which were temporarily disrupted have now been made functional but there is congestion in connectivity in some areas. A senior level officer from the Department of Tele- Communication is camping at Port Blair with his team to complete restoration of tele- links in all the major areas by 03.01.2005. Adequate equipment including INMARSAT have been provided at Port Blair. Two sets of POLNET equipment are being sent for restoration of the network. ISRO has established two Satellite phones on 31st December 2004.
Power
Entire power supply in A & N Islands is through D.G. sets. 20 MW capacity in Port Blair is severely affected and as per the assessment of NTPC and CEA , repair could be completed in four weeks time. Two units of 10 MW and one unit of 1 MW has been made operational The power supply has improved to 40%. Pending operationalization 100 power supply, alternative arrangements are being made by transferring one 15 MW set from Rangat to Port Blair. In addition, DG sets etc are also being arranged from different locations. It is expected that 70% of the normal supply will be obtained in two weeks and 80 % in three weeks. The power situation is operational in middle Andaman Island . In other Islands arrangements are being to restore the power supply.
Relief and Rescue:
Andaman Group of Islands was affected to a much lesser extent. Relief measures by UT Administration is continuing. 6 Relief camps have been opened in Port Blair. Indian Naval Ship (Jyoti) deployed in eastern coast of Tamil Nadu has been diverted to A& N and is expected to reach Port Blair. There is sufficient drinking water supply in Port Blair and surplus water is being air dropped in other Islands.
NICOBAR ISLANDS
Shipping:
All small harbours and jetties have been damaged and not possible to park any vessels. Efforts on to restore the facilities. Pending restoration of shipping facilities, the supplies are being airlifted. The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boats by Ship to the shore. Indian Coast Guards ships have reached Hut Bay and Cambel Bay with relief materials
Civil Aviation:
The airport made functional for Air Force flights for both An-32 and IL-76 flights. The link has been established on the small airstrip at Camp Bell Bay and the Dornier aircraft is running. MOD has pressed into service 3 IL-76 and 5 AN-32 aircrafts specifically for relief operations to Car Nicobar.
Telecommunications:
The telephone lines and equipments completely washed away. 31 Telephone exchanges have been made operational in A&N Islands. MHA dispatched 8 satellite phones with two operators. The link established at Car Nicobar from 28th December 2004. Of the above, 6 satellite Phones made available to the Deputy Commissioner, Car Nicobar for being installed in the other Islands. BSNL deputing 6 teams of 18 people along with the equipments to establish point-to- point communication in these Group of Islands. 10 INMARSAT Terminals have been placed to the affected Islands. ISRO has established 3 Satellite based telephone links on 31st December,2004.
Power
There are 27 medium and small DG sets of which 20 had been washed away. The remaining 7 are operational and supply power to Car Nicohar, Kamorda and Cambell Bay. DG sets have been dispatched and some of them have been made operational and it is expected that 2nd January,2005 all these D.G sets will be operational. Additional DG sets are also being made available.
Rescue and Relief:
Of the 38 inhabited islands, 30 islands are affected. Survey of all islands have been completed by 31st December. The situation in Car Nicobar Groups of Islands is improving rapidly. 12 Ships of Navy and Coast Guards and 16 Aircrafts fixed wings/Helicopters have been pressed in to service for relief and rescue work. Food packets are being airdropped and 3 relief camps have been opened in Car Nicobar. About 3000 persons have been accommodated in the relief camps.
Three Naval ships with food, water etc. were dispatched to Nancowri Group Islands on 30th December,2004. The medical teams, disaster management Teams and Volunteers have been deputed for relief and rescue works. One Indian Navy Ship (INS Brahmptura) with two Chetak helicopters and relief supplies has sailed from Mumbai on 31st December,2004 for deployment in Southern Group of A& N Islands. Indian Naval Ships and Indian Coast Guard Ships are deployed at the affected Islands of –Hut Bay, Kamrota, Chowra, Nancowry, Tarasa, Pulo Milan, Kondul, Car Nicobar,Great Nicobar. Indian Navy is augmenting the relief and rescue operations by deploying major naval ships with large quantities of relief assistance. 2 Indian Coast Guard helicopters and 6 ships are deployed in Nicobar Islands for relief operations.
Mass cremation/burial of dead bodies is being undertaken on day to day basis. To prevent the outbreak of epidemics supply of drinking water in the Nicobar Group of islands has been accorded priority, 32 medical officers from National level are assisting the A&N Administration, Emergency medicines and sanitation items have been dispatched/delivered. 2500 patients have been attended by the Central Medical Teams. Situation is being monitored by the Ministry of Health and no report of any outbreak of epidemics has been received so far.
Relief materials (food packets, Drinking water, emergency medicines, household kits, milk etc.) are being received and airdropped/dispatched to affected Islands. One Joint Secretary from MHA is camping at Nicobar / Andaman Islands and coordinating relief and rescue operations. It is reported that situation in Car Nicobar Group of Islands is expected to return to normalcy by 04.01.2005 except water and power supplies. Supply of Petroleum Products (POL)
Full demand of POL products is being met. LPG stocks are being replenished on priority and additional 300 KL Kerosene has been released. ATF at Car Nicobar at Car Nicobar has been tested and found that products meet the specification. A team of officers of IOC is camping in Port Blair to monitor the stock and supplies. A dedicated tanker(MT Harsha) has been detailed for supplies to Port Blair from Haldia, which is excepted to reach Port Blair on 03.01.2005. Status of POL supply as on date is as under:

Shipping:
All seaports harbors are now fully functional including for export consignments.
Civil Aviation:
All Airports are functional.
National highway:
All national Highway are functional.
Telecommunications:
There was temporary disruption in telecom facilities in the coastal areas. The telecommunication facilities have since been restored.
Relief and Rescue:
Andhra Pradesh:
The State Government had taken relief, rescue and evacuated people to the safer places and provided food packets, distributed 25 Kg of rice to each affected families, Rs.1500 for fully damaged houses, Rs. 750 for partly damaged houses and Rs. 750 for clothes and utensils. Medical teams have been deputed in the affected villages. 4 Coast Guards ships and 5 Naval ships helped in search and rescue.101 Stationery medical Teams, 72 mobile medical teams and 568 para medical teams have been deployed to provide medical aid to the victims.
Kerala:
Relief operations are continuing and Army, Navy and Coast Guards have been assisting the local administration. The priority being accorded to supply of fumigation and disinfectant in affected areas to avoid outbreak of epidemics. Roads have been cleared and supply of drinking has been restored. Adequate medical arrangements have been made. State Government has deployed 224 doctors in the affected areas. Dornier and two helicopters were deployed for search and rescue in Kerala.
The situation has improved considerably. Out of 2.07 lakh people staying in relief camps, about 1.5 lakh have returned to their homes
Tamil Nadu:
Relief operations are continuing and Army, Navy and Coast Guards have been assisting the local administration. Army was pressed into service at Nagapattinam to restore the road as well to assist in the extraction of bodies from the boats, which are stacked one over the other. 400 CRPF recruits were made available and two Chetak Helicopters and Two Dornier Aircrafts were deployed for search and rescue. The Navy had sent their diving team to assist in the rescue operations. Indian Naval ships are deployed at Nagipattnam. One Coast Guard helicopter is also deployed for relief and rescue operations. Senior level Medical officers are coordinating with the State authorities for providing medical relief.and prevent outbreak of epidemics.
Pondicherry:
Relief operations are continuing and Army and Navy have been assisting the local administration. One ship of Coast Guard is also engaged in relief and rescue operations in Karikal area.The Government of Pondicherry are making ex-gratia @ Rs. 1.0 lakh to the kind of deceased, cremation expenses @ Rs.5,000/-, medical expenses @ Rs.5000/-, housing subsidy @ Rs.10,000/- and cash assistance @ 2000/- for buying utencils. In addition, 20 Kg of rice, 2 pairs of Sarees and Lungies have been provided to the affected families.
