Subject:   Impact of Earthquake in Indonesia , A &N Islands and other coastal States –Relief, Rehabilitation and other follow up measures  

The Tsunami have caused extensive damage in Andaman & Nicobar Islands, the States of Andhra Pradesh, Kerala and Tamil Nadu and UT of Pondicherry.  The death toll has already reached a figure of 7736.  This will go up once confirmation regarding 3000 missing persons/feared dead in the Nicobar Group of Islands is received. The details are given in the Annexure I.  

2.         The Tsunami affected a total of 2260 Kms. of the coast line besides the entire Nicboar Islands .  The tidal waves on the mainland were of the height of 3 to10 meters.  These penetrated into the mainland from 300 meters to 3 Kms.  The details are given in the Annexure II.           

3.         The Government of India in association with the States/UTs have mounted massive relief and rescue operations. Now the main focus is on relief and rescue operations in Nicobar Group of Islands and relief and rehabilitation in mainland States. 856 MT of relief material have been mobilized for Nicobar Group of Islands of which 191 MT have been delivered. The remaining 665 MT of relief material is lined up for dispatch/delivery The MOD (INCP/IDS) have been requested  to step up airlifting/airdropping of relief material to Nicobar  Group of Island. The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boats by Ship to the shore. The  detailed situation report is given in the Annexure III.

Detailed situation report on the impact of Earthquake/Tsunami in Indonesia , A & N Islands and other coastal States- Relief, rehabilitation and other follow-up measures

The third  meeting of the Group of Ministers (GoM) constituted for monitoring relief and rehabilitation measures was  held on 30th December,2004 and following decisions were taken:-

 

(i)                  Ten INMARSAT sets dispatched for Nicobar Group of Islands should be installed at the affected Islands . 

(ii)                The affected Islands in Nicobar Group of Islands should be approached through landing crafts/assault boats/patrol boats.

(iii)               A Team of engineers be deputed for repair of fishing harbours in Nicobar Group of Islands

(iv)              The modalities to meet the requirements about 70,000 to 80, 000 fishing nets may be sorted out in COS meeting.

(v)                The possibility of locally available  drinking water sources be explored . 

(vi)              The arrangements for sending adequate  medical and sanitation  supplies be made to prevent outbreak of epidemics.

(vii)             The Government may take initiatives to make relief supplies available to the Tribal population of remote Islands , as the inhabitants are shy in nature and may not come forward for receiving assistance.  

Necessary follow up actions have been initiated.  MHA has requested the A & N Administration to intimate the status of aboriginals in the Islands for providing relief supplies. The A& N Administration has also been requested to make a survey of damage/loss  and relief provided in all Islands within next 24 hours and submit a detailed report.    

Aftershocks of varying intensities  are still continuing in various locations in Andaman Region.. Details of aftershocks received are as under :

An alert message  was issued on the basis of inputs from Australian Paciic Tsunami Warning Centre received from IMD  as a precautionary measures .IMD constanty monitored seismic activities in the region and reported that no earthquake of large (> 7.5 ) magnitude occurred in the Region, accordingly a message to stand down alert was issued. In view of continued aftershocks, which are generally accompanied with such events, the State Government have been requested to remain vigilant without affecting the relief and rescue operations and normal life.  

The massive relief and rescue operations mounted by the Government of India in association with the States/UTs are continuing round the clock.  The priority is on relief supplies and evacuation in Nicobar Islands and rehabilitation in the affected States/UTs.  856 MT of relief material have been mobilized for Nicobar Group of Islands of which 191 MT have been delivered. The remaining 665 MT of relief material is lined up for dispatch/delivery The MOD(INCP/IDS) were advised to further step up airlifting and airdropping of relief material to the Nicobar Group of Islands. The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boat by Ship to the shore. One Indian Coast Guard ship arrived Hut Bay and at Cambell Bay on 30th December, 2004 with relief materials.  

An Ex-gratia of Rs.1.00 lakh has been announced to the next of the kin of the deceased from the PM National Relief Fund, in addition to the assistance available from the National Contingency Relief Fund. The National fund has been  augmented  by Rs. 500.00 crore. The funds are being released to the States/UTs pending  final assessment of requirements.  The Cabinet has also decided to donate one month salary to the PM National Relief Fund. The Prime Minister has appealed to the people donate generously to the PM National Relief Fund and also requested the Government employees to contribute at least a day’s salary.  

STATE/UT WISE STATUS  

ANDAMAN & NICOBAR ISLANDS  

  ANDAMAN ISLANDS  

Shipping: 

·        Damage to harbour and Jetty in both civil and naval port facilities.

·        One harbour at Port Blair is now fully functioning and is receiving large ships.

·         Two earthquake design experts stationed at Port Blair for advice on  reconstruction of  Harbour/Jetty  

Civil Aviation: 

·        Port Blair airport which was damaged is now functional. 

·        4100  passengers  moved out  between 27th to 30th December.

·        Indian Airlines and Jet Airways are operating to evacuate the passengers.  

Telecom:  

·        The telephone facilities which were temporarily disrupted have now been made functional  but there is congestion in connectivity in some areas.

·        A senior level officer from the Department of Tele- Communication is camping at Port Blair ,with his team to complete restoration of  tele links in all the major areas  by 03.01.2005.

·        Adequate equipment including INMARSAT have been provided at Port Blair.  

Relief and Rescue: 

·        Andaman Group of Islands   was affected to a much lesser extent.  Relief measures by UT Administration is continuing. 6 Relief camps have been opened in Port Blair.  

NICOBAR ISLANDS  

Shipping: 

·        All small harbours and jetties have been damaged and not possible to park any vessels. Efforts on to restore the facilities.

·        Pending restoration of shipping facilities, the supplies are being airlifted. 

·        The Navy is making arrangements to reach supplies to Car Nicobar through ferry by boats by Ship to the shore.

·        Indian Coast Guards ships have reached Hut Bay and Cambel Bay with relief materials on 30th December,2004 .  

Civil Aviation: 

·        The airport made functional for Air Force flights for both An-32 and IL-76 flights. 

·        The link established on the small airstrip at Camp Bell Bay and the Dornier aircraft is running. 

·        MOD has pressed into service 3 IL-76 and 5 AN-32 aircrafts specifically for relief operations to Car Nicobar.   

Telecommunications:

·        The telephone lines and equipments completely washed away.

·        MHA dispatched 8 satellite phones with two operators.  The link established at Car Nicobar from 28th December 2004 .

·        Of the above, 6 satellite Phones made available to the Deputy Commissioner, Car Nicobar for being installed in the other Islands.

·         BSNL  deputing 6 teams of 18 people along with the equipments to establish point-to- point communication in these Group of Islands. 

·        INMARSAT Terminals  are being dispatched  to the affected Islands .  

Rescue and relief :  

The situation in Car Nicobar Groups of Islands is improving rapidly. 12 Ships of Navy and Coast Guards and 16 Aircrafts fixed wings/Helicopters have been pressed in to service for relief and rescue work. Food packets are being airdropped and 3 relief camps have been opened in Car Nicobar. About 3000 persons have been accommodated in the relief camps.  

Three Naval ships with food, water etc. were dispatched to Nancowri Group Islands on 30th December,2004 . The medical teams, disaster management Teams and Volunteers have been deputed for relief and rescue works.  

One Joint Secretary from MHA is camping at  Nicobar / Andaman Islands and  coordinating relief and rescue operations. It is reported that situation in Car Nicobar Group of Islands is expected to return to normalcy by 04.01.2005 except water and power supplies.

Full demand of POL products is being met. A team of officers of IOC is camping in Port Blair  to monitor the stock and supplies. A dedicated tanker(MT Harsha) has been detailed for supplies  to Port Blair from Haldia.  

MAINLAND (ANDHRA PRADESH, KERALA, TAMILNADU, PONDICHERRY )  

Shipping: 

·        All seaports harbors are now fully functional including for export consignments.

Civil Aviat4ion : 

·        All Airports are functional.  

National highway: 

·        All national Highway are functional.

Telecommunications: 

·        There was temporary disruption in telecom facilities in the coastal areas.  The telecommunication facilities have since been restored.  

Relief and Rescue:

·        Pondicherry has requested for relief material.  One IL 76 load of 20 MT has been dispatched on 28.12.04  ex-Mumbai; courtesy Govt. of Maharashtra.

·        400 CRPF recruits were made available to govt. of Tamilnadu.

·        4 Coast Guards ships and 5 Naval ships helped in search and rescue in Andhra Pradesh.

·        One Coast Guard Dornier and two helicopters were deployed for search and rescue in Kerala.

·        Two Chetak Helicopters and Two Dornier Aircrafts were deployed for search and rescue in Tamil Nadu.

·        The State Government of Andhra Pradesh had taken relief, rescue and evacuation measures.  State Government evacuated about 9000 persons to the safer places and provided food packets.  Medical teams have been deputed  in the affected villages.

·        The Navy had sent their diving team to assist in the  rescue operations. People reported stranded have mostly been evacuated by the State Government with the assistance from diving teams of Navy.

·        A three member team headed by Consultant in Medicine had reached Chennai and is coordinating with 15 member team constituted from CGHS Chennai for providing medical relief.

·        The State Government of Tamil Nadu has diverted municipal Staff to help in the cremation/burial of dead bodies.

·        Army has been pressed into service at Nagapattinam to restore the road as well to assist in the extraction of bodies from the boats, which are stacked one over the other.  It is expected that with this manpower the bodies will be cremated/buried in a day or two.

·        Pondicherry Administration has requested to provide one lakh pieces each of Blankets, Sarees, Dhotis and Bedsheets,50,000 Pieces of CGI Sheets and 18000 Pieces of fishing nets. The government of  Karnataka has been requested to provide the relief materials and move by road.

·        The Government of Andhra Pradesh has distributed 25 Kg of rice to each affected families.

·        The status of people evacuated, relief camps opened  and persons accommodated in relief  camps as well as doctors deployed in the affected States is as under:
