I.      LATEST POSTION ON INDIAN ASSISTANCE OFFERED TO OTHER COUNTRIES AND SAFETY/CASUALITIES OF        INDIAN NATIONALS/PIOs

 

        1.     SRI LANKA

 

        All staff and installations in HCI Colombo are safe.

 

Status of Indian Nationals/PIOs:

 

Twelve Indian nationals have lost their lives.  As per the reports of the Mission , 60 Indian nationals are still missing.  The process of identification of dead bodies is still not complete.

 

Relief Assistance from India :

 

A composite Relief package of Rs. 100 crore for Sri Lanka has been announced.  Indian High Commission in Sri Lanka has toured extensively in Sri Lanka to oversee relief operations carried out by India in the country.

 

§     ‘Operation Rainbow’ has been launched by Indian Navy to provide relief and rescue assistance to Sri Lanka .  Four navy vessels, with integrated helicopters, are based in Trincomalee and Galle .  These have on board relief and rescue material as well as medical teams.

§     Assistance already provided includes 35 tons of dry provisions, relief and medical supplies

§     Two Navy Dorniers had landed in Colombo , with 350 kgs. of medicines and medical teams, which proceeded inland, with temporary shelter material, diving teams and communications equipment.

§     Our Navy medical teams have set up medical camps in Trinciomalee, Galle and Hambantota.

§     Six IAF Mi-17s reached Colombo for assistance on 28th evening. (Three reached earlier).

§     One IAF IL-76 reached on 28th evening with 20 MT of food, medicines, clothing and blankets, worth Rs. 1 crore.

§     Two IL-76s flew to Colombo on Dec. 30 carrying a mobile medical team each.

§     Long-term requests are for assistance in rebuilding housing and reconstruction of infrastructure.

§     6 Mi and 2 Chetak helicopters have operated sorties out of Trinco, Minneriya, Koggale, Galle and Katururunda.

§     Three additional vessels LCU 33, INS Ghorpad and INS Kirch reached on Dec. 30.  Hospital ship reached on Dec. 31.

 

 

 

Further Relief sought

 

·     Request for subsequent supplies includes assistance in restoring water supply through water tanks, additional medical supplies and 2-3 military field hospitals; and transport and earth moving equipment such as 4 loaders, 2 bulldozers.

·     Long-term requests are for assistance in rebuilding housing and reconstruction of infrastructure.

 

        2.     MALDIVES

 

All staff and installations in HCI Male are safe.

 

Status of Indian Nationals/PIOs:

 

One Indian national Mr. Baderay Alam of Delhi lost his life, and his body has been sent to his family with the efforts of our High Commission and the local company.  Our HOM in Male has informed that one more Indian has been seriously injured, and he is being provided necessary medical attention in a local hospital.

 

HOM, Maldives has undertaken extensive aerial surveys and met 14 Indian nationals (mainly teachers) living in remote islands.  A number of Indian nationals from affected islands have been shifted to Male. 

 

Relief Assistance from India :

 

A composite relief of Rs. 5 crore for Maldives , has been announced. 

 

§     There are 4 aircrafts and 2 naval ships, with integrated helicopters, already in operation. Supplies have been ferried by aircrafts – Avros and Dorniers - and this has been evidently very successful because our High Commission there has said that at the moment there is no further requirement of supplies excepting such specific items as water canisters. Two of these aircrafts have been placed at the disposal of the Maldivian authorities and the other two are being used for search and rescue operations. They are also being used for airdropping of food and water packages and medical supplies in different places.

§     One IAF IL-76 is on standby to transport more material assistance to the Maldives .

§     Tanker Aditya proceeded from Male to Colombo to refuel ships there. 

 

Further Relief Sought

 

·     HCI Male has said that there is no further requirement for emergency supplies except specific items such as water canisters.

·     Requests for subsequent supplies include assistance in setting up temporary water supply through piping, taps, water purification/desalination plants and portable water tanks; setting up shelters for which CI sheets, cement and sand/aggregate has been sought; additional medical supplies; transport and earthmoving equipment such as bulldozers, excavators, light commercial vehicles and coastal barges; equipment for temporary power generation such as generators, cables and lights and communication equipment such as wireless sets.

·     Long term requests for rehabilitation of agriculture (seeds, pesticides and fertilizers), coastal protection works and rehabilitation of educational infrastructure (school furniture, school equipment) are being considered expeditiously.

 

        3.     THAILAND

 

 All Embassy officials there are safe.  

 

Status of Indian Nationals/PIOs:

 

Four Indian nationals have lost their lives. Their names are Mrs. Renu Singh, Mrs. Sangeeta Tushar, Mr. Sumanam Sridhar and Mr. Mohammad Abu Hurair. The Embassy had flown three Consular Officials to Phuket to provide consular assistance to Indian nationals, who may be holidaying there.

 

Relief Assistance from India :

 

US $ 500,000 aid in kind has been approved by GOI for Thailand .

 

 The Mission has informed that they have confirmation about the safety of 48 Indian nationals about whom queries have been received.  They are still ascertaining the whereabouts of 28 more people.  The Mission has created a separate e-mail address for receiving details including photographs of Indian nationals feared missing that could help identification of bodies, if any.

 

 

 

 

4.     INDONESIA

 

Status of Indian Nationals/PIOs:

 

·     There are reports that 2 Indian nationals have lost their lives.

·     One Indian engineer in Aceh missing.  31 PIOs living in Bandah Aceh are feared missing.  Details are being ascertained by CGI, Medan .  Otherwise, all NRIs/PIOs/Embassy officials and properties in Jakarta and Medan are safe.  In Medan , 5000 strong PIO community and around 500 NRIs are also safe.

 

Relief Assistance from India :

 

·     US$ 1 million aid in kind to Indonesia has been announced by India .

·     Operation Gambhir has been launched by the Indian Navy to provide relief assistance to Indonesia . An Indian Navy hospital Ship INS Nirupak has sailed for Indonesia on 30th December, 2004 .  It is also carrying relief package amounting to US$ 1 million consisting of two full medical teams, in addition to (1) Shelter: tents, camp cots and blankets; (2) Emergency rations: biscuits, instant foods and milk powder; (3) Emergency medical supplies: first-aid kits, antibiotics and vaccines against communicable diseases (typhoid, cholera and hepatitis).  One more Indian ship, which has been converted into a hospital, with one embarked helicopter reached Indonesia on 4th January, 2005 .  These ships are carrying 40 tonnes of relief material and 3 tonnes of medical stores.

·     The relief supplies have also flown in to Medan on the island of Sumatra by IAF Aircraft.
